Can't Enable Document Sets for a site collection due to security trimming

So I was attempting to follow the directions to create a document set for a site
collection I am working on.

  1. Go to the top-level site in the site collection for which you want to enable Document Sets.
  2. On the Site Actions menu, click Site Settings.
  3. Under Site Collection Administration, click Site collection features.
  4. Find Document Sets in the list, and then click Activate.
I got to step 3 and saw no listing for Site collection features.  Then I logged into the page
with an elevated account and there it was. 

Lesson:  If you try to do this with a normal account security trimming will not display these options.
You need to be a member of the site collection admin group as a minimum.
