This was being caused by a policy on the user's desktop
"RunFullTrustSolutions" -> DWORD = 0
HKEY_CURRENT_USERS/Software/Policies/Microsoft/Office/12.0/InfoPath/Security".

change my IE proxy to my company proxy, it works.
